OMMC Surgery Consultants and Residents Indigent Patients Emergency Fund

August 2012, we restructured and refined the OMMC Surgery Consultants and Residents Indigent Patients Emergency Fund.  This kind of fund has actually been ongoing since 2001 when I became the Chairman of the Department of Surgery of OMMC.  The objective of this contingency fund is to immediately assist indigent patients of the Department of Surgery with emergency conditions with their surgical supply needs so that there won’t be delay in the operative treatment.

Starting August 2012 up to December 2012, we will have P25,000 in the OMMC Surgery Consultants and Residents Indigent Patients Emergency Fund.   We will allocate P5,000 per monthly utilization.  I already gave Dr. John Lloyd Fonte, the Chief Resident of the Department, P5,000 last August 2, 2012 to kick off the August to December, 2012 OMMC Surgery Consultants and Residents Indigent Patients Emergency Fund.

Last May or June, 2012, Dr. Cathy Co gave me P19, 680.00 (derived from her 2011 stipend in OMMC Surgery which she is donating) with the instruction for me to use in whatever way I deemed best for the Department’s projects.  I am putting the entire amount of her donation as the seed money in the OMMC Surgery Consultants and Residents Indigent Patients Emergency Fund.   I will provide the balance of P5,320.00 to make the total fund amount to P25,000.

I will be the orchestrator of the OMMC Surgery Consultants and Residents Indigent Patients Emergency Fund.   Dr. John Lloyd Fonte will be the administrator.  Dr. Fonte will be given the full authority to dispense the P5,000 allocation per month.  The fund will be used only to assist indigent patients with emergency surgical conditions with their surgical supply needs in order to avoid delay in operative treatment.  It will only be used for patients with a good chance of functional recovery after the operation.  Dr. Fonte will present a monthly report on the utilization of the emergency fund.

The emergency fund will operate on the basis of best effort of the Department of Surgery Consultants and Residents to assist indigent patients.  Monetary donations from consultants and residents will be on a voluntary basis.  It will also operate on a basis of “while there are still funds .”

Note:  The OMMC Surgery Consultants and Residents Indigent Patients Emergency Fund is just a part of a bigger OMMC Surgery Indigent Patient Program.  OMMC Surgery also has a program for indigent patients with non-emergency surgical conditions.

October 2012

This indigent patient, Largoza L, with obstructive jaundice secondary to a pancreatic tumor, was a recipient of anesthetic supplies (see picture below) from the OMMC Surgery Indigent Patient Emergency Fund.  The anesthetic supplies facilitated her operation which was a cholecystojejunostomy.
