2012 Ad Hoc Committee for the Search of a New Chair of the Department of Surgery

September 14, 2012

This document contains the recommended policies and processes in searching for a new chairperson of the Department of Surgery of University of the Philippine College of Medicine and Philippine General Hospital.

The Policies:

 

  1. The search processes should be formulated and approved by all the officially appointed members of Ad Hoc Committee for Search of a New Chair.
  2. After approval by the members of Ad Hoc Committee for Search of a New Chair, the search processes should be known to all the consultant staff of the Department of Surgery and to the UPCM Dean and PGH Hospital Director, prior to implementation.
  3. Data acquired during the implementation of the search processes shall be kept confidential as indicated, by the Ad Hoc Committee but may be divulged in the spirit of transparency and accountability.
  4. The products of the search processes are names of consultant staff of the Department of Surgery who are potential chairpersons, as derived from the search processes. The list of names is then submitted to the UPCM Dean and PGH Hospital Director for action.
  5. The final decision on who will be the next chairperson of the Department of Surgery will rest on the UPCM Dean and PGH Hospital Director.

Formulation (if none is in existence) or review of existing search processes (if in existence) by Ad Hoc Committee for Search of a New Chair.

 

Presentation of the search processes to all the consultant staff of the Department of Surgery, to the UPCM Dean and PGH Hospital Director, prior to implementation for comments and approval, if needed.

 

Implementation of the approved search processes and activities with timelines.

 

Collation of data acquired from the search processes and activities by the Ad Hoc Committee for Search of a New Chair.

 

Preparation and submission of names of consultant staff of the Department of Surgery who are potential chairpersons, as derived from the search processes, and submission of the names to the UPCM Dean and PGH Hospital Director.

Requirements and Expectations from the Candidates for Chairperson of the Department of Surgery of UPCM and PGH

Is a consultant staff of the Department of Surgery with a permanent item

Is a fellow of the Philippine College of Surgeons, if not, at least a diplomate of a recognized surgical specialty in the Philippines

Eligible to complete the 3-year term of office when appointed

Not a chairperson of another department of surgery in another institution

Preferably, has been a head of a division of the Department of Surgery

Preferably, has a Master in Hospital Administration or Public Administration

Can fulfil the full-time demands of the leadership and managerial position

With positive track record on leadership in UPCM or PGH or other medical organizations

With positive track record on managership in UPCM or PGH or other medical organizations

With positive track record on corporate or organization-wide teamship in UPCM or PGH or other medical organizations

 

Can fulfill the most important outcome- and contribution-expectations of a chairperson of a department of surgery from the department consultant staff (from the UPCM Dean and PGH Hospital Director as well)

 

Excellent organizational performance of the Department of Surgery in service

Excellent organizational performance of the Department of Surgery in training

Excellent organizational performance of the Department of Surgery in research

Excellent financial and logistical performance

Excellent staff engagement program

 

Can fulfill the expectations of a chairperson of a clinical department from the department consultant staff (look for the job descriptions Department of Surgery’s Office, if any)

 

Presides over Departmental strategic planning workshops.

Presides over the Chairman Advisory Committee (CHAC) monthly meetings.

Presides over the Departmental Business meetings.

Presides over the Academic Personnel Committee meetings.

Oversees all the activities of the department and its committees and task forces.

Can fulfill the expectations of a chairperson of a clinical department from the UPCM Dean’s Office (look for the job descriptions from the UPCM Dean’s Office, if any)

 

Attends UPCM Dean’s Advisory Committee (DAC) meeting once a month.

Attends Strategic Planning Workshop of UPCM.

Performs other functions that maybe assigned by the UPCM Dean.

 

Can fulfill the expectations of a chairperson of a clinical department from the PGH Hospital Director’s Office (look for the job descriptions from the PGH Hospital Director’s Office, if any)

Attends PGH Hospital Director’s Advisory Board (DAB) meeting once a month.

Attends Strategic Planning Workshop of PGH.

Performs other functions that maybe assigned by the PGH Director.
